Releasing water from an upstream dam, replenishing a downstream dam via the river network.
In order to supply NSW with two-thirds of their water needs, WaterNSW manages a network of water storages, including dams.
At times, we may need to move water from one dam to another to make sure we can meet the water needs of customers and communities. This is called a bulk water transfer.

A bulk water transfer happens when WaterNSW plans and releases large volumes of water from an upstream dam into the river system so it can flow into a downstream dam, topping up the downstream dam.
Bulk water transfers only happen when they are allowed under the relevant Water Sharing Plan. These plans are set by government and outline how water can be managed in each valley.
The Water Sharing plan is our guide to make sure that any bulk water transfer will leave the upstream dam with enough water to support the customers and communities it supplies.
Bulk water transfers occur on the Macquarie-Cudgegong River system and the Manilla River/ Upper Namoi-Lower Namoi river system.
Bulk water transfers are not common. They are usually considered during extended dry periods, when a downstream dam has not received enough rain or inflows to meet expected demand.
Macquarie-Cudgegong River system
In this system, water is released from Windamere Dam near Mudgee. It travels down the Cudgegong River into Burrendong Dam near Wellington.
A bulk water transfer is planned to start in spring 2026.

Manilla River, Upper Namoi and Lower Namoi river system
In this system, water is released from Split Rock Dam near Manilla into the Manilla River, which flows into the Namoi River. The water is then captured in Keepit Dam downstream.
A bulk water transfer is planned to start in winter/spring 2026.
