About the Portfolio Delivery Management Partner

WaterNSW is engaging the private sector to find a Portfolio Delivery Management Partner to assist in the development and delivery of its multibillion-dollar water infrastructure portfolio. The first tranche of the portfolio alone includes more than $1 billion in capital expenditure on new dams across NSW with a range of further projects to be included.

As industry briefing was held on 20 November 2019 to alert the market to opportunities to be involved in the development and delivery of the portfolio of works. An Expressions of Interest process has now commenced.

NSW is experiencing one of the most severe droughts on record across a vast geographical area. There have been extremely low inflows (the amount of water entering the river and its storages) – the past six months have seen the lowest recorded inflows in history.

A comprehensive portfolio of critical water security projects is being developed by WaterNSW including the new and augmented dams recently announced by the NSW Government. It also includes new pipelines, improved weirs and improved water storage infrastructure across NSW.

WaterNSW is seeking organisations with capabilities in design, planning, project management, construction and a range of related services interested in participating in this significant opportunity to play a part in the development and delivery of water assets throughout NSW.

The portfolio

The Portfolio Delivery Management Partner approach is a major step forward in developing and delivering greater water security for communities across NSW with a range of new and augmented dams, pipelines and related projects in what is collectively the largest portfolio of new water projects in more than 30 years.

A first tranche of major projects has already been announced by the NSW and Australian Governments in recent times. These include the first large-scale investments in dam building in NSW in decades.

New or upgraded dams will be built to increase storage capacity in key regions, including the Wyangala Dam Wall raising, the Dungowan Dam and the Upper Mole River Dam.

Funding has been allocated for these projects and they will go ahead as the first major components of the portfolio.

New pipelines and weirs in drought affected areas are in the advanced planning phase and more projects will be progressively added to the portfolio – these will be announced as they progress through the relevant processes.


The portfolio of work will include measures to respond to the current drought and future proof against future droughts.

The projects and programs included in the portfolio will also boost local communities across NSW, with a focus on local jobs to support rural and regional economies throughout the state.

Next steps

Pre-registrations for the Expressions of Interest (EOI) process have now closed. WaterNSW will assess the registrations and invite EOIs from suitably qualified organisations on Friday 29 November 2019. This will be followed by a Request for Tender process.

WaterNSW plans to award a contract for the Portfolio Management Delivery Partner by April 2020.
